Visual Description : The bust of a male lion takes over the page. On the right edge is a one-sided border, which is mostly vertical lines, but which have two overlapped squares in the top and the bottom. The Bulman seal is in the top left corner and the signature is in the bottom right corner. Superimposed over the lion is a text panel, with a matching border, that says: War Effort There have been plenty of failures, plenty of shortcomings. But suppose for a moment that we take our eyes off the relatively negligible failures and look at our accomplishments. Anywhere you look you can find shortcomings in this herculean task, but you can find as well the sort of achievement that generations from now our children will remember with pride. A little more attention to the things we have accomplished, a little less to our obvious failures. One helps us to win, one helps us to lose.
